Balloon Fighter was one of the options to be made playable as the 1st retro character introduced to the Smash series along with Urban Champion, Mach Rider, Excitebiker, Pit, and someone else. But in the end they settled with the Ice Climbers.
Meowth was planned playable for the 1st Smash Bros game, but figured he would be too random, so they went with Jigglypuff.

Lol.
Pichu was fastest, and thus had to take damage from it's own attacks.
I mained him before jiggs, actually. It made my matches more fair when I played against my sister cause she sucked so bad. She still does.
Well, there's the canonical aspect, also...

I remember Sakurai saying that Jiggs was created to be the ideal aerial smasher.
But Meta Knight stole a bit of her thunder in Brawl, along with her continual nerfing.
