No, actually, Waluigi's is very slightly weaker.
And, the infinite Down B is a glitch and has been removed!

Yes, it works pretty much like it used to in the old versions. The reason the dirt animation was missing was due to a glitch! The dirt animation object actually has to do with how long the opponent is stunned.
Also, I think 1.0 Waluigi is going to be really good. He has had very little change since 0.6, but the differences in the engine will make him at least as good as before.

How high is the character popped up by the stomp? If it comboes exactly into his jump punch...

In .6, they don't pop up at all. They will in .7.
I'm pretty sure you can dodge it with good timing, but he can then punish the dodge is he predicts it and doesn't uppercut.
