Side B - Spinning Top: Stand Still and Reflect Items that come in your way. Up B - Jolt Bolt: Its kind of a lightning chain that's like pikachu's Up B attack but instead it lets rotom climb up 4 times in a row if correctly done, this lightning attack gives rotom more energy to attack too. Down B - Storm Cloud: Rotom summons storm clouds on the left and right sides, Be careful though cause the storm clouds are also hittable so if somebody hits the clouds, rotom will get stunned for a while. Final Smash - Shock Wave: Rotom charges his energy to use his ultimate attack, once charged up keep pressing A to release a bunch of Shock Waves to stun and damage enemies.

No. He has no chance whatsoever. We already have a 4th gen rep. If we were to have another...my guess would be a Trainer or Weavile, but that's still not smart. He is unique and has quite a bit of moveset potential and some popularity, but there could be another pokemon that actually represents a gen not represented.
And he's kind of just a random pokemon.
And for the moveset, he'd use moves pokemon actually use, and the final smash would actually be a strong electric move.

Rotom isn't even considered a legendary by most, and has little to no huge influence on the Pokémon series. Plus, there are WAY more Pokémon reps that are better suited for a chance in the roster.

Once again, I say "nope." I don't agree with your using "legendary" status as an argument. Lucario isn't legendary, and neither is Jigglypuff. However, I'm on your side. There are definitely better choices. How about Meowth?

He can, though it'd be weird to transform through multiple different forms, since, including his original, he has about 4 or 5.

The sprite needs more shading. And you're talking like he's going to be in. Which he's not. DMX...IDK about his opinion, it sounds albeit a bit declining. Falcon thinks there are better choices. Phantom is VERY strict about characters from the fanbase being in. I can only imagine his response to this request. *shudder*

From what Generation? I'd like only the first 2,the others are meh. I don't like them. Because of that i don't care pokemon's above the 3rd Gen.

Well, after careful consideration, I actually see Rotom as having reasonable moveset potential. It is an electric-ghost type, so it'd be easy to play off those two elements to give it attacks. Not only that, it could transform fluidly from one form to another while attacking. However, at this point, it'll be impossible to convince anyone that he should be in. Including me. Rotom's just not a "hype" character. It's not that popular.
