Recently started playing around with this, it can create RPGs in a similar style to that of Final Fantasy I. Very simple interface, built-in sprite creation and editing program, pretty much everything you need to make a simple FFI-esque RPG this program can do. No coding experience required. And it's FREE~

EDIT: Whoah, it also has a built in MP3-to-OGG file converter for the music!

I've used this and I quite enjoy it. I had two really far projects but they are gone now. Only thing is I don't think there is something for importing your own graphics so you have to make it from scratch there. Definitely makes things much easier for those that can't program (ME).
