I just realized we only had a short discussion on the Dream thread, and not an entire suggestion thread for him.
I'm just interested as to how he would fare as a proposed character, you don't necessarily have to take this as a serious suggestion for the roster (which = maybe DLC?).
(Also, sorry to add another suggestion to the pile of 5 or however many are being juggled around at the moment)

Cave Story is, without a doubt, one of the best indie freeware games created. Not even opinion. Cave Story has been ported to both the Wii and the DSi (with varying levels of success), and has a complete overhaul on the way for the 3DS (which comes out August 9th); all three versions were developed by Nicalis with help from the original creator, Daisuke Amaya.
Quote, being the main character, obviously would be the one to represent the game.
First, some moveset stuff (ignore how Quote can't canonically have any two of the following at once: Machine Gun, Snake, Polar Star, Spur) :
N-Special: Machine Gun. Similar to Saki's n-special, but can be aimed up, down, left and right, not diagonally.
S-Special: Snake. A mid-ranged projectile that disappears after a certain time, not after hitting something. Can move through walls as well.
D-Special: Bubbler. Bubbles form around Quote. Each individual bubble does 2% damage if it collides with an opponent. A few seconds after materializing, the bubbles will begin to pop and fire a small shuriken that does 3%; speed and range are pretty much random. Releasing the special button will pop all the bubbles instantly. In the original game, there was a maximum of 15 bubbles out at once (with 100 bubbles able to be fired before requiring a recharge), but this could be toned down a bit.
U-Special: Booster (v1.0 or 2.0).
v1.0: Works somewhat similar to R.O.B.'s U-Special (set amount of fuel, however it instantly refuels upon touching the ground) but can perform aerials and not interrupt recovery at all. Can only go up and slightly to either side, can be stopped and restarted just by releasing and re-pressing the keys.
v2.0: Pretty much 1.0 but with added features: Extra fuel, ability to boost forward, backward, up and down (able to move back and face forward as well), slightly faster.
Final Smash: Iron Bond. Curly appears, linked to Quote's back. Quote gets the Spur as his N-Special, Curly gets the Nemesis. Whenever the special button is pressed, Curly fires the Nemesis in the opposite direction you are facing (if you are on the ground and aiming up, she will just fire behind you). Quote can still take damage and knockback however.
Alternate moveset idea:
Weapon sets:
-N-Special: Polar Star (level 3). S-Special: Fireball (level 3).
-N-Special: Bubbler (level 3). S-Special: Rocket Launcher (level 3).
-N-Special: Machine Gun (level 1). S-Special: Snake (level 2/3).
-N-Special: Sword (level 1). S-Special: Sword (level 3).
D-Special: Weapon Swap. Swap between the above weapon sets.
U-Special: Still the Booster 1.0/2.0.
FS: Same.
Some normal attacks:
Jab: Polar Barrage. Fire a level 1, 2, and 3 shot from the Polar Star in rapid succession.
F-Smash: Level 2 Sword. Quote smashes the sword downwards, similar to Ike or Marth's F-Smash.
U-Air: Snake (level 1). Fires a non-physical fireball straight up. Disappears after a short distance, passes through anything until it reaches that distance.
D-Air: Machine Gun (level 3): Short Machine Gun burst, lifts Quote up a small amount (not dissimilar to R.O.B.'s D-Air).
N-Air: Sword (level 3): King's ghost slashes rapidly around Quote, very short range.
My personal grade:
Representation: 5. Cave Story has been on 2 Nintendo systems (soon to be 3 with the 3DS release), is one of the most famous and popular indie freeware games of all time.
Popularity: 5. Like I said, it's one of the most popular freeware games, and Indie-Brawl wanted to have Quote in (but was rejected). I believe SSF2 may also have an expansion being made for him.
Moveset potential: 5. Look at that, I even have multiple movesets for him. With that many different weapons, it's hard to imagine that it would be hard to imagine a moveset for him.
Viability: 3. The fact that he would fight primarily mid- to -long range hurts his smashing-ability slightly, especially considering the fact that the weapons (save for the Sword, which could be used close-range) are all projectile-based and have relatively long range. However, Laguna (from FFVIII, IIRC) was recently put into Final Fantasy: Dissidia Duodecim (a Final Fantasy cross-over game for the PSP), and literally all his attacks are long range. The closest attack he has to close-range is a grenade that he throws. And yet, this still works just fine, despite pretty much the entire rest of the characters fighting close to mid-range with swords and spells.
Total: 18/20.
And look, a spritesheet to be edited:
(the scarf needs to be recolored to green, but besides that it has good bases)
