The whole "Kojima begged Sakurai to add Snake in Melee" rumor is false.
It states here that Kojima contacted NINTENDO first to include Snake in BRAWL, however, Nintendo stated that Snake seemed too much like a Sony character to include. Kojima then contacted Sakurai (who is a close friend) himself, and was able to get Snake in that way. This shows quite a few things.
1. It doesn't matter how important the 3rd Party characters are to Nintendo, as long as their games have been on a Nintendo system, and the creator wants him/her in.
2. Travis Touchdown from No More Heroes is actually more likely than previously believed to be in SSB4, as his creator wants him in Smash, his games have been on a Nintendo system, and his creator helped work on Brawl.

3. Megaman may or may not be that likely. It's true that Megaman is the 2nd most requested 3rd Party after Sonic (who's in Brawl), but at the same time, Sonic was THE most requested character period. Not just most requested 3rd Party, but most requested Brawl Newcomer PERIOD. Megaman still has competition in the form of at least Ridley, who seems to be the most requested character now.
HOWEVER, Megaman's creator said he wouldn't mind Megaman in, but he was waiting for Nintendo to contact him. (Big mistake, he should've contacted Nintendo.) BUT, now he's left Capcom, which could pose a problem depending on whoever's in charge of Megaman now.
4. Characters like Slime and Ryu Hayabusa (who are in my Roster) aren't that likely now. Or at least not Slime. The creators of these characters would more than likely not want them featured in Nintendo's brawler. Square-Enix is not one to easily strike deals with Nintendo nowadays. However, Tecmo, specifically the Team Ninja part of it, has worked great alongside Nintendo, what with working on Metroid: Other M, and featuring a stage from said game on Dead or Alive Dimensions with cameos from Ridley and Samus.
It isn't really farfetched to picture Ryu Hayabusa included in SSB4, but it's unknown if his creators would want that.
