I personally want Dry Bones, if there's gonna be just one more Mario character, simply cause he's my favourite character. But then...
Representation: He doesn't represent any single game, and most of the best games he was in had him playing a very minor role. 1/5
Popularity: Outside of Mario Kart DS and a couple of obscure spin-offs, no one knows who he is. 1/5
Viability: His abilities so far have been walking around and falling apart. Making a moveset would be impossible. 1/5
Uniqueness: Pretty much gonna be the same as Wario; slow, small, low range and high power. 1/5
So as much as I love Dry Bones, I have to accept he's just not Smash Bros material...
I noticed Mach Rider got 4.5/5 in representation. He appeared in one game, which I think had quite negative reviews...

Ah yes, I like Dry Bones too but alas, he indeed isn't smash material.
