That’s right, even though you guys probably are not taking suggestions anymore, I figured that I could at least show off my moveset for her.
Some micellaneous information:

Shantae’s moveset
Specials
Since a large part of Shantae is based on using her magic to transform into different forms to solve puzzles and advance, her four special attacks represent her transforming powers, while other aspects of her game will be represented in the rest of her moveset (smashes tilts, etc.)
Neutral Special - Spider
Shantae transforms into her spider form and fires a venom ball projectile, then transforms back. The venom ball deals small damage and briefly stuns the opponent.
Side Special - Elephant
Shantae transforms into her elephant form and rushes forwards. Anyone hit by the elephant takes decent damage and knockback. After the attack ends she’ll transform back.
Up Special - Harpy
Shantae transforms into her harpy form, and starts a flight upwards. This can be controlled, like Pit’s up special. While flying upwards, she can attack by pressing the attack button. After a few seconds (around 3), Shantae will transform back.
Down Special - Monkey
Shantae transforms into her monkey form. *Still thinking about what the monkey will do*
Final Smash - Spike Balls
Shantae summons three spike balls to float around her (circling her). All of her attacks stay the same, but if she gets next to an opponent the three spike balls deal damage to opponents. The spike balls will stay around Shantae for about 8-10 seconds. (spikeball magic).
Smashes and Tilts
Jab - Ponytail whip
A 1-hit jab, she whaps opponents with her ponytail. While this is a 1-hit attack, it can be executed rather quickly and has decent range.
Side Tilt - Shantae quickly jabs her arm outwards.
Up Tilt - Shantae kicks upwards.
Down Tilt - Shantae whips her ponytail forwards.
Side Smash - Shantae claps her hands together and creates a firey explosion (fireball magic).
Up Smash - Shantae shoves her hand upwards and a large sparkle appears which does damage.
Down Smash - Shantae sends a thundercloud above her head, which throws thunderbolts on both sides of Shantae (thundercloud magic).
Aerials/Others
Neutral Air - Shantae whips her ponytail forwards.
Forward Air - Shantae puts both her hands together and slams them in front of her (meteor smash).
Back Air - Shantae sticks her butt out, which deals damage. (Innapropriate? lrn2princesspeach).
Up Air - Shantae kicks upwards.
Down Air - Shantae spirals downwards, feet first.
Dash Attack - Shantae drop kicks and briefly slides on the ground.
Edge attack - Shantae climbs up the ledge and briefly charges forwards with her shoulder out.
Grabs/Throws
Grab - grabs the opponent... ‘nuff said.
Forward throw - Shantae kicks the opponent away.
Back throw - Shantae throws the opponent backwards and fires a fireball at them.
Up throw - Shantae throws the opponent upwards a small distance, then they fall back down to her and she delivers a kick that sends them upwards again.
Down throw - She lays the opponent on the ground then slams them with her ponytail.
...and here are some points for the grading system. Note I won’t give her a grade, cause I feel like I’m not the best at it, but I’ll still point out some things.
Uniqueness: I’ve yet to see a character like Shantae. Being a female protagonist, she utilizes her magical genie powers and transformations to solve puzzles, explore crazy labyrinths, and stop an evil gang of pirates (twice!). She is also probably one of the few female protagonists who is remembered for her GAMES, and not for her... physical features.
Viability: She’d fit in well, as she is fairly cartoon-ish, fitting in with most of the roster (imo).
Moveset. I’ve posted my moveset, which utilizes the most recognizable things from the two games she was in, and some of her magic abilities (the rest of her abilities could be implemented in throws, smashes, tilits, aerials, the works).
Coding-wise, the only problem I see is with the down special, her transformations.
She already has quite the number of sprites from GBC rips, and while GBC sprites don’t exactly fit in any, they can easily be edited into a more “modern” style to make them look better.
Popularity: Sadly, just like classics such as Ristar, while her game was great, it was poorly sold because it was released so late in the Game Boy color’s lifetime; so late that the GBA was already out when Shantae was released. However, unlike characters like Ristar, she got somewhat of a second chance and re-appeared in a very nice sequel for the DSi as DSiWare, thus slightly increasing her popularity. Overall, this is probably her weak spot.
Representation: She’d represent her games, obviously, which did very well, with IGN giving the original game a 9/10, Gamespot giving it a 7.7/10 and calling it a “fine example of a platformer.” The sequel, Risky’s Revenge, has been recieved extremely well, being called the best DSiWare game, with its great visuals and soundtrack.
It could also be said that she would represent DSiWare and the DS itself.
