...That's a little subjective. I think the different difficulties have different playstyles. So, say an easy difficulty will be more defensive, and a harder difficulty will be more offensive. Or the other way round (I personally can't tell any difference). So if you struggle against the easier playstyle, they may seem harder than a normal difficulty.
...Or it could actually be a glitch. I'm talkin outta my ass here.
