REPRESENTATION;
Bandana Dee is appearing playable in the highly anticipated Kirby's Return to Dreamland. The game looks simply amazing, and you can't argue with that. Bandana Dee also represents the Second most Recurring character in Kirby games, that would be Waddle Dees.
Therefore, Representation gets a 5/5
POPULARITY;
Ever since his first notable appearence in Kirby Revenge of the King, he's appeared in every Kirby game following that, (Minus Kirby's Epic Yarn), which is basically 2 games. But Bandana Dee is a Waddle Dee with a Bandana, Waddle Dees have appeared in every Kirby game, and is the most popular enemy.

UNIQUENESS;
Bandana Dee is a Waddle Dee. SO he can use basically everything you've seen a Waddle Dee. Like Umbrellas and Spears. However Bandana Dee's main Weapon is a Spear, as Shown in KRtD, so I'd imagine these other weapons to be used in Specials. Nobody in the game as of now uses a Spear, the only character that can be used to counter this Krystal with her Staff.
Because Krystal uses it a bit in some of her moveset. 4.5/5
VIABILITY;
SPRITING: We have Kirby Super Star Ultra sprites that fit in with Kirby and Dedede. (Meta Knight's Style should be Swapped too) Lugia and I going to be working on him, so that is covered.
MOVESET POTENTIAL: Lugia and I have a Full Moveset set. No need to worry here.
PLAYABILITY: No need to explain this.

Prince Fluff

REPRESENTATION;
Fluff only appears in the Spin-Off, Kirby's Epic Yarn. This game was originally going to be Fluff's staring role, but Kirby was added to boost sales. The game was well received but was downed because it was considered too easy.

POPULARITY;
As I said, the game was well received. The people who did buy it were not pleased with how easy the game was. Prince Fluff had only appeared in this game alone. Not even receiveing an appearance in Kirby Mass Attack. (A Game where many Kirby games were referenced, even Epic Yarn, But Fluff is not in it a all.)

This where Prince Fluff shines, a character who can bend himself into any form he wants! Do I even have to describe how Unique he is?

SPRITING: Everything would have to be made, we'd have to take Kirby and completely edit and remake him.
MOVESET POTENTIAL: He does have a lot of Moveset potential here though, but his moveset would have to retain from Epic Yarn, a LOT of the things he did was turn into pretty big Vehicles other then the simple squish and grab.
PLAYABILITY: One thing that is very wrong with this character is that you can see through him. This would make him VERY hard to see when battling, and can make you lose sight of him in the middle of the match, Epic Yarn was very slow playstyle so you would never lose sight of the character. Crusade moves 10 times faster than Epic Yarn playstyle wise. Because of this, many would not play as Fluff.

Seems legit. Only thing is that we can't really grade him for Kirby Wii which is what he'd mainly represent, but then again there's Ghirahim and his game isn't out. So why not.

Hold the phone. The grades for Epic Yarn range from 80-89.53. Although it was critisized for being to easy, it deserves more than a 3. Either a 4 or 4.5. I'd say 4.5.

He could do what Kirby does in Yarn, though. Which I don't think is much of a stretch. Changing into average sized-cars and the like.

Second, yes I apologize, some do seem somewhat Biased, but in the end of the day Dee still has a better score than Fluff.
