Banjo the Bear and Kazooie the Breegull have been planned for the game since the old roster, and in the recently spilled roster, he was in it as well.
I highly doubt they'll be removed as well, for the following reasons:
Moveset Potential: 5: Banjo and Kazooie do a ton of stuff in their game.
Representation: 5: Banjo-Kazooie represent Rare, a company that used to make games for Nintendo and isn't yet represented yet, represents the Banjo-Kazooie series, which not only has platforming but racing, minigames, first person shooting, flying around, etc. They also represent Microsoft, as they now own Rare, so they represent the Xbox 360, and their game on there which involves building vehicles. I also heard that they were originally going to be in Melee, but then they went to Microsoft.
Popularity: 4.5: They had more than just Kazooie, Tooie, and Threeie. They appeared as a character in Diddy Kong Racing N64, had some references in Viva Pinata, Grabbed by the Ghoulies, Conker, and are even a playable character in Sonic and Sega All-Stars Racing on the Xbox.
Uniqueness: 3.5: Its an anthropomorphic bear. Nothing special. Except for the fact that he has a bird on its backpack that can shoot eggs with different effects and can turn into a dragon at times.

They'd need editing, but I'm quite fond of the appearance.
I'm using Smashking's thing for DHD as a base for my custom moveset.
Up B - Flight Pad - Banjo and Kazooie rise upwards as if they were just on a flight pad, then can glide forwards, but more uniquely; its slow, and slowly brings it down, and you can slowly make yourself go down or barely up. If you've played the game, you know what this is like.
Standard B- Eggs-Kazooie spits out an egg in front of her. There can be up to 3 at a time.
Side B- Dragon Breath-Kazooie's head goes over Banjo and breathe's a small breath of fire. Since she's not Dragon Kazooie at the time, its not as powerful and is just a small, consistent ember, but still does a bit of damage.
Down B- Change Egg Type-Kazooie switches egg types from Blue eggs which have no added effect, fire eggs which put on a burn that does damage for a small amount of time every second, and does more the closer you are, grenade eggs which explode with an enemy but are slow and have a wide range and may hit you, ice eggs which freeze the opponent, and Clockwork Eggs which is basically an egg that hatches into a small, gray, mechanical Kazooie that can be controlled like Snake for 20 seconds then explodes, can jump and move both directions, can explode by pressing b again, and hits on contact. When you change the type, they make the sound when you change the type.
Final Smash- The Great Jinjonator-The Great Jinjonator statue pops out of the ground and breaks out of it. It targets an opponent, and hits them 5 times, the first 4 doing 10%, the last doing 20% and knockback on the last one.
Stage Idea- Spiral Mountain- the classic from the beginning of all 3 mainstream games, this has a mountain in the middle with a tiny battlefield at the top, ledges to the sides as you go down, and near the ledge is the bridge to go to Grunty's castle. To the left of the mountain is a small field, where you can run off the edge and die. On the bridge, if you jump enough, you may break it, and land on the bottom where there's a wall to both the right and left. However, the platforms allow you to go back up. In the background you can see the vegetables flying around, and those green midgits walking around.

A attacks
Combo: Banjo attacks with his bear swipe combo from Banjo-Kazooie.
Side Tilt: Kazooie attacks with her triple peck combo from Banjo-Tooie.
Down Tilt: Kazooie...uh...excretes(doesn't lay)...an egg, which bounces up and down behind her. It uses the last used move, so be careful when using grenade eggs, as it may hurt you.
Up Tilt: Banjo diagonally swings his backpack in front of him, around the top of him. This is supposed to relate to the attack Banjo used when he was solo.
Air Attacks
Neutral Air: Kazooie spins around in air with the wrench thing from Threeie.
Forward Air: Kazooie uses Rat-A-Tap Rap, which is where she sticks her head over Banjo and pecks three times.
Back Air: Kazooie sticks herself up out of the backpack and kicks to the back. This is supposed to be like an air Talon Trot.
Down Air: Kazooie uses the Beak Buster, which sends her down in a meteor smash, attacking with her beak.
Up Air: Kazooie sticks her head and arms out of the backpack and spins them around. This is supposed to relate to the attack Kazooie used when she was solo.
Grab
How He Grabs: Banjo grabs the opponent with his two arms.
Grab Strikes: Kazooie pecks the opponent. This refers to when they're idle, and Kazooie pecks Banjo's head.
Grab Forward: Banjo holds the opponent in one hand, slides his backpack off and slams his opponent with it. This is supposed to be a reference to the game for the game boy, Grunty's Revenge, where the main way of attacking is doing this. There's already some sprites for this in the sheet I posted.
Grab Backward: Banjo spins the opponent around, then tosses them. If you think this is too much like Mario's, its not as much, because as he spins them around he slowly brings them upwards, like when a Jinjo spins around Banjo, then he throws them diagonally upward backwards.
Grab Downward: Banjo kicks the opponent to the floor, and Kazooie goes out of the backpack and does a beak drill on the opponent.
Grab Upward: Banjo moves his backpack and uses the thing where he'd put something in his backpack, putting the opponent in, and Kazooie blasts a grenade egg, making the opponent rise upwards.
Smash Attacks
Side Smash: Breegull Bash: Banjo takes Kazooie out of the backpack, and slams her on the ground, then puts her back in the bag. They did this in Banjo Tooie.
Up Smash: Kazooie uses the wrench from threeie, which summons a portal above them, makes their starting vehicle come down, and can hit an opponent. They did this to call back the machine. ALTERNATE: Banjo crouches and Kazooie comes out of the backpack, doing the bill drill against an opponent, doing damage and knockback, then goes back into the backpack like a dolphin. ALTERNATE 2: Banjo strikes upwards with Mumbo's staff, which creates pink shocks around it, and if you hit an opponent with the shocks it paralyzes them, then does knockback once, doing minimal damage, but if you hit them with the skull at the end, it does multiple hits and then knockback, for more damage.
Down Smash: Kazooie sticks her head out of the backpack and uses the Beak Barge, where Banjo crouches and Kazooie sticks her head out forward a bit.
Dash Attack: Somersault-Banjo and Kazooie use the somersault from Banjo-Tooie, where banjo somersaults and kazooies feathers surround him.
Ledge Attack: Neutral Air.
OTHERS
Entrance: Teleports with sparkles on a Banjo-Kazooie pad from Banjo-Kazooie, then the pad breaks.
Up Taunt: See Taunt above. This is the default if there's only one.
Side Taunt: As mentoined before, Kazooie pecks Banjo's head.
Down Taunt: Banjo eats a honeycomb, the source of HP.
Victory Taunt 1: Does the victory dance from when he gets a Jiggie in Banjo-Kazooie. The default if only one.
Victory Taunt 2: The victory dance from when he opens up a note door-Kazooie's head sticks out from her backpack, and Banjo walks in place and bows to both sides, saying "Guh-hut, Guh-hut".
Victory Taunt 3: Banjo and Kazooie have glasses on and are sitting on a chair, drinking something, referring to the final cutscene after the credits.
Losing Taunt: Kazooie repeatedly pecks Banjo's head.
