It's physically impossible to vote more than once for a character. You can either vote for a character once, or retract your vote and vote again. If you retract a vote, your previous vote is invalid.

DMX, there haven't been any new users since the poll was put up and that's literally the only way to vote more than once for a character. Just accept it. We want the Minister to be in, whether or not you think the same. I mean, seriously. You're suspicious of people cheating because the character you hate the most on that poll is winning? Oh yeah. I just remembered this. Sakurai did something similar to this while Brawl was in development, didn't he? Sonic received the most votes on the poll, and shortly after it was closed, Sonic was confirmed to be on the roster.

Well, Sonic was revealed FAR after that, due to negotiations with SEGA. Sonic was literally the last new character added to the Roster. (Wolf was supposedly cut before Sonic was added and brought back after.)

Oop, Zoroark passed AM up. Zoroark was already confirmed for the roster though, last I checked. It doesn't make that much of a difference. EDIT @dmx Again: Also, the only people who have voted so far are genuine active users. I could even give you a list of people who have voted if you don't believe me. But honestly, it's kind of immature of you to think that someone's cheating. >_>

First of all, I have to congratulate Phantom7 for finally acting as such and directly asking for the community's opinion. There had been a lot of indirect arguing lately which promised to solve nothing.
My choices are:
King K. Rool: Not much explaining is required. He is the series' iconic villain, present in all games excluding spin-offs and perhaps the latest one, too.
Vaati: He can be considered Toon Link's antagonist. He deserves inclusion due to being one of the few major Zelda characters. My only concern is his moveset. It better be original. Otherwise we are better off without him.
Deoxys: Popular lengedary, very potent moveset-wise.
Shadow and Zero: For obvious reasons.
Samurai Goroh: Not much to be said. Captain Falcon's rival, the only, besides Black Shadow, choice. He has had considerable refferences which outnumber those of Shadow.
Baloon Fighter: A worthy retro character. He epitomises the meaning of smash bros. which is to bring together recongizable characters from games old and new.
Characters that I didn't vote for, but there are things to be said for:
Metal Sonic: Certainly, he is quite popular, but nowhere near as important as the current 4 sonic characters. I don't know enough to criticize properly and rightfully.
Isaac: I know nothing of him. Yet he is popular and propably deserving regardless of my knowledge.
Ancient Minister: This is very well known character amongst the forumfolk albeit the most marginalized by the devs themselves. I am not fond him as much as most are; nevertheless he could make a very interesting character perhaps specializing in minnion usage of some sort.

I voted Sub-Zero (though I would have prefer Scorpion instead), Duck Hunt Dog, & Balloon Fighter.
There are a few other fighters I wanted to vote for, but seeing how those other choices have plenty of votes I would rather give my votes to the ones I like to see playable that are not getting as much votes.

Yeah, I can confirm that I voted for Rival Trainer. That's even with the original 3 pokemon that Phantom re-listed, though I'd prefer Rhydon and Heracross.

Me? I'm a mod, so I get to see the list. Everyone else should at the very least be able to see how many people have voted though.
Anyways, looks like people are catching up (and three surpassing) the Minister, but the characters aren't really surprising. King K. Rool (Tied): Obvious. Zoroark (Passed, +2): Obvious and confirmed for the roster anyways. Deoxys (Tied): Obvious. Samurai Goroh (Passed, +1): Relatively obvious and was on the roster before (I think). Shadow (Tied): Obvious and confirmed for the roster anyways. Zero (Passed, +1): Obvious and was on the roster at some point, I think there was also discussion about bringing him back in. Balloon Fighter (Tied): Obvious.
I suppose you could take every "obvious" and replace it with "expected" if that makes more sense because it still gets the point across. This also means that the Minister is in good standings with other characters that are/were on the roster, or have been heavily requested as well.

I don't know why, but the Ancient Minister getting that many votes still surprises me. Though I realize he is heavily requested in this forum.

1. The Ancient Minister is really the only plausible (as in, you could play as him and it would make sense) Smash-Original character. Sure, there's the Alloys and the Primids, but they don't make very much sense at all because they're weak little enemies that die in a few hits. You don't see people making Goombas playable, now do you? 2. He had a major role in the story mode of Brawl, where he was the primary antagonist for a long section of the story. 3. He's the only Smash character that actually has a backstory. Master and Crazy hand just exist, Tabuu is mysterious and we don't know a whole lot about him, and there aren't really any other characters that could have a backstory. And his backstory is heart-wrenchingly sad. 4. He's pretty dang cool. A robot in a cloak that can fire lasers, summon Shadow Bugs, Primids, and the R.O.B. Squad to assist him in fighting, and uses the equivalent of a nuclear weapon as his final smash? Heck yes.
And that's just the tip of the iceberg.
