BUT IT IS NOT BALANCED WITH THE OTHER CHARACTERS BECAUSE THEY DO NOT GET SECOND FINAL SMASHES. THESE ARE NOT SUPERS, THEY ARE FINAL SMASHES. Do you see any characters without all 4 special moves? No. Do you see anyone with more than 4 special moves? No.

No. Do you see anyone with more than 4 special moves? No. BECAUSE FINAL SMASHES = HYPER COMBOS IT MAKES THE STREET FIGHTER REPS DIFFERENT IN A RESPECTIVE, TRUE TO THE GAME WAY. This is where I stand, there isn't any point to call that unbalanced because using that logic Zelda/Sheik and Pokemon Trainer are also unbalanced because they have more movesets in one character then any other character in the game.

Um, yes, I do see characters with more than four special moves. Or rather, I will in the future. Pokemon Trainer (who'll have, what, 19?), Zelda/Sheik (seven), and Goku has two final smashes as well (and he's lolbroken). What I'm saying is that the characters Ryu and Chun-Li (gameplay-wise) are balanced, and their Final Smashes aren't lolbroken.
Point being: When everyone's special, nobody is.

But you named about 5 out of 80 characters and yet Pokemon Trainer can swap between different characters that don't appear on the select screen. It's not 19 different moves for one character. Zelda and Sheik are two different characters and Goku (like I said before) must use his Final Smash after using a certain special move to get it. Besides, Goku was also a biased choice by the same as SF and Phantom told me Goku would have never been in the game if he wasn't programmed.

Oh, and you can't forget about characters like Samus who have a smash side-special. That's an extra special right there. And because none of the Pokemon individually are on the CSS then that means that all of them combined make up Pokemon Trainer's character. Which means that Pokemon Trainer (the one you select on the CSS) as a whole has 19 specials and however many final smashes are planned for him. Zelda/Sheik are technically one character because they can be switched between in-game with a button combination, and therefore have 7 specials and a final smash. And I recall Goku being more of a crowd-pleaser than a biased choice, as well has being in a massive number of games. That's why he's the only 4th party character.

Sorry, DMX, but I have to agree with everyone else here. Every character needs something to make them unique, and two final smashes is perfect for the Street Fighter reps. They don't have anything else to set them apart. Goku has his powered-up mode. Lucario has his aura feature. Samus and Snake have more than 3 projectiles, which is a rarity. Krystal's final smash is two combined in one. Kirby can have many specials depending on who he inhales. Peach is the only one who can make 20 hit+ combos without a wall. Metaknight is the one who is extremely underrated by the BR and is lower than he should be on the tier list. My list could go on. Point is, almost every character is set apart from others by something, and for the Street Fighter reps, their choice of final smashes should be it.
And technically, it's not just them. Samus, Goku and Krystal have two final smashes as well.

Samus doesn't have two final smashes, it's just that she has two forms and each has its own Final Smash. Goku does have two. Krystal has a "SUCCESS!" and a "FAIL" Final Smash. If you trap your opponent you get the "SUCCESS" one, if you fail to trap them you get the "FAIL" one. And you would never want the fail one because it's FAIL.

lol I wrote the Peach thing before I found out about Fox's down air. But Waluigi could infinite in 0.6 anyway, so my point was still invalid xD.
But yeah, even if Samus doesn't count, Goku and Krystal still have two final smashes, so I see no bias for Street Fighter reps.
