Might as well add in Vegeta. xD I like him more than Goku. As for Naruto, I'm going to say no because there are so many people out there who incorporate Naruto into games, which I'm tired of seeing and playing.

Wait, Ryu's missing too. It's probably that they didn't think of a place to put them yet.
And Red, as much as I am a fan of Naruto, if there is to be one anime character, it should be Goku.

Ryu and Goku are probably on the second to bottom row.

Hmm. I can see Snake, Sonic, and Tails through the FIGHT thing. Goku and Ryu might be in that row.
WAIT! I see Goku under Lucario. And Bomberman is next to Goku.
And Master Hand? Why is he there?

Goku's on the second to last row, on the right edge, directly above "Random".
Ryu's probably behind the FIGHT.
EDIT: Ryu's two to the left of Goku, right beside Bomberman.
Ristar's one to the left of Ryu, but I think it's questionmarks besides that.
