Flygon has a 4x weakness to ice as well.
I don't think I've graded the pokemon at hand...
Gengar:
Representation: 1.5: 1st generation has been represented...7 times. We don't need another one that's not Meowth. However, Gengar is a ghost type, so that gets him .5 posts.
Popularity: 4: He isn't popular as other pokemon characters, but he's still a bit popular.
Uniqueness: 4.5: We don't have a ghost or anything like Gengar in the game yet, aside from Ivysaur being a poison type.
Viability: 3: Gengar would fit pretty well in, I think, and I believe I saw a sprite sheet that could be worked on, but had pretty bad sprites, and I can't really picture him doing neutrals. Not to mention the fact that in the pokemon games, normal moves don't do any damage to him...and he doesn't seem reasonably hard to code.
Overall: 13.5
Scizor:
Representation: 3: He represents 2nd generation, which aside from Pichu isn't represented yet, and Bug types. However, Lucario is already a steel type.
Popularity: 4: He's seen in a number of scenarios, is liked a bit, aside from having a double weakness, has been in Melee as a pokeball and trophy.
Viability: 3 His only good sprite sheet is JoshR's, which wouldn't fit well for the game and would need to be heavily edited. The moves posed at hand seem a bit difficult to code in, I think.
Uniqueness: 5: A red bug that can fly, has faces for cutting hands that can perform different slicing stuff? Awesome!
Overall: 15
Aggron:
Representation: 3: He represents 3rd generation, which hasn't been represented yet, and rock types, which haven't been represented yet. However, Lucario is also a steel type, and if Scizor would be in, that'd be 3 steel types, which lowers representation as well.
Popularity: 2: He's not known to much aside from real pokemon gamers, and real pokemon gamers don't like him that much either due to two 4x weaknesses.
Viability: 2: Some of his moves could easily be similar to someone like Bowser or Ridley, and his moves don't seem too hard to code either, I don't think. However, his weight would prevent him from jumping, and he could barely move, and he barely has any good sprites to work with.
Uniqueness: 3: He's a steel and rock dinosaur, but as mentioned above, some moves could be similar to Bowser or Ridley, but IMO he bares a striking resemblence to Bowser in body shape, however he attacks with rocks, which, aside from Charizard's side special, isn't really used.
Overall: 10
Overall for all of them: 38.5/80. Wow. Only Scizor would really be good, but at that he's kind of low.
Now for Meowth:
Representation: 3: He represents 1st generation, which has been represented multiple times, and a normal type which has been already represented by Jiggs. but he's one of the most well-known pokemon, appearing almost every episode in the anime, and was originally going to be in Smash 64.
Popularity: 5: As mentoined above, he's been in almost every episode in the anime. He was in the regional dex of the 1st, 2nd, and the 3rd generation. He also appeared as a pokeball in Melee and Brawl, and as a Trophy in Melee and I believe Brawl. In pokemon yellow, he had a major role as being part of the team of James and Jesse you fought. He also was in the other smash fangame "Super Nuke Bros. Melee", and had his own special part of the anime in Pokemon channel.
Viability: Meowth already has a sprite sheet set in store, though it looks as if it'd need editing in both appearance and moves, but it'd be pretty reasonable. As for coding, none of his moves seem reasonably hard to code as well. He could not only use moves from the games, but being a cat, he could attack with his claws, mouth, and possibly his tail. He could also use moves from Team Rocket, such as the mechs, or possibly act like he did, with his voice and all. I'd say viability is a 5.

Deoxys:
Representation: 3: He represents 3rd generation, which hasn't been represented yet, and a Psychic type, which has already been used by Mewtwo.
Popularity: 3.5: Deoxys is a pretty popular char from the third generation, being legendary and all, and has been in brawl as a pokeball and trophy, IIRC.
Viability: 5: Deoxys already has a complete sprite sheet, that appears beautifully, and makes use of him very well. The coding doesn't look very difficult compared to other moves. He'd fit in very well, being already in Brawl, fighting on two legs, etc.
Uniqueness: 5: He can shapeshift into a form of offense, defense, and speed. No one in the game is like that, not to mention the fact that he can use moves from many tpes, being a Psychic, especially using different typed moves from the different forms.
