I have all three of those special shiny legendaries (Entei, Suicune, Raikou), so I can go to Lostlorn forest and get Zoroark in White (Captain Falcon: YESH). Zoroark should be legendary to me. I don't see why not.
And I finally have voted that I don't give a dang, because I'm a very indecisive person.

Zoroark should be legendary to me. I don't see why not.. 1. Zorua. 2. Zoroark is not at the end of the list of Gen. 5. The only Legendary that isn't is Victini, and that's because it's special enough to be No. 000 for some reason. 3. Zoroark is used by Trainers in-game. 4. Zoroark can breed. The only Legendary that can is Manaphy, and it can't result in more Manaphy.

*ahem* I'm going to go in-depth about the pros and cons of the proposed pokemon.
Deoxys represents Ruby and Sapphire, Zoroark represents Black and White, Rival Trainer and Meowth represent Red and Blue, and G/S Trainer would represent the Johto games. Pokemon Ruby and Sapphire received scores of 84%, 82%, B-, 9/10, 7/10, 33/40, 8.1/10, 9.5/10, and 9.5/10. This is quite similar to B/W's scores with 86.35%, 87%, 8/10, 40/40, 8.75/10, 7.5/10, 9/10, 9/10, 9/10, 95%, and 9/10. They were both mixed reviews, having some fantastic scores and some score around 7. Whatever Zoroark got in representation would likely be applied to Deoxys.
HOWEVER, let's look at review for Red and Blue, shall we? they got an 89% from Gamerankings, an 8.5 from EGM, an 8.8 by GameSpot, a 10/10 by IGN, and a 7.2/10 by Nintendo Power. Likewise, their remakes received an 82.14% from GameRankings, an 81/100 from Metacritic, 3.5/5 stars from Allgame, 8/10 by Game Informer, 8.4/10 by Gamespot, 4/5 stars by Gamespy, 9/10 by IGN, and 4.5/5 stars from Nintendo Power. Although these reviews were also very good, they were not as spectacular as R/S and B/W had. It's also quite similar to G/S, with 89%, 8.8/10, 10/10, and 8.7/10. HOWEVER, HG/SS received better scores. They received: 87%, A-, 9/10, 37/40, 8.5/10, 4.5/5 stars, 8/10, 9/10, 8.5/10, 9.5/10, 94%, and 9/10.
If Zoroark would get a 5 in representation, Deoxys and Ethan would also and Rival Trainer and Meowth would get a 4.5, IMO.
That took care of representation. If we were going by rankings: 1. Zoroark 2. Deoxys 3. Ethan 4. Meowth/Rival
Now, for popularity.
Deoxys is one of the more popular 3rd generation characters, due to being the final legendary. It's as popular as pokemon among the lines of Blaziken, Gardevoir, Mudkip, etc. It also had its own movie assigned to it, and even had a title in the name: Pokemon Destiny Deoxys. It's also well-liked for being able to transform into different forms depending on stats. Had a trophy in Brawl and was also a Pokeball Pokemon.
Zoroark was the first pokemon announced for 5th generation. Due to being the newest generation, it's not as popular as some other pokemon, but it's still well-known, especially due to its ability to transform into other pokemon. It also had its own movie.
Meowth has had the most screentime in anime aside from Pikachu. He's also first generation, and is part of Team Rocket in yellow. Nuff said, he's the most popular. Also had a trophy in Melee and I believe Brawl.
Blue. Oh gosh, blue. GARY MOTHEREFFING OAK. Everybody hates him, and likes him for that reason...or...something. He's an internet meme.
Rhydon. One of the more popular first generation pokemon, for having a drill, and being the first pokemon ever created.
Gengar. Another more popular first generation pokemon, for being the only ghost type at the time.
Heracross. A very popular 2nd gen pokemon, for its unique type combination and grapple style. However, it and the two mentioned above are random Generic pokemon, so they are not as well known as others.
Ethan or Gold. Also well-known, but perhaps not as well known as GARY MOTHEREFFING OAK.
Chikorita is the grass starter of Johto, and the one who started it. She also had a trophy and pokeball in Melee.
Quilava. Quite a popular fire starter.
Feraligatr. One of the more popular water types.
K, my thoughts of rankings:
1. Meowth 2. Deoxys 3. Zoroark 4. Blue 5. Chikorita 6. Rhydon 7. Feraligatr 8. Quilava 9. Ethan 10. Gengar 11. Heracross
I'm not going to do moveset potential or Viability for any of them, because it's obvious they'd all get 5s, due to having many things to work with, and not being particularly odd.
Uniqueness.
HECKS YAH DEOXYS CAN SHAPESHIFT INTO DIFFEENT FORMS DEPENDING ON STATS HECKS YEAH NO ONE ELSE CAN DO THAT HE CAN DO DIFFERENT MOVES OF ALL TYPES HE HAS SO MUCH TO WORK WITH HECKS YEAH However, the role of a legendary has already been used by Mewtwo, who is also a Psychic type. Deoxys uses his Psychics in a different way, though.
OH YEAH ZOROARK HE CAN TRANSFORM INTO OTHER POKEMON BY DISGUISE AND USE HIS MOVES OMG THAT'S INCREDIBLE
Meowth is just a cat. He can throw coins. Nothin' special.
Blue. Nothing unique about him, as he'd copy off of Pokemon Trainer.
The same applies to Ethan.
Rhydon has a DRIIIIIIIIIIIIIIIIIILLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLLL and is a heavyweight. We need moar heavyweights.
Gengar CAN HAUNT YOU EFF YEAH HE'S A FREAKING GHOST HE'LL MAKE YOU DIE WITH HIS GHOSTLY GHOSTSSFLAJS;DLFKJA;LDSFJ
Heracross is a grappler. Pretty cool and new, I guess.
Chikorita is, well, Chikorita. She's more defensive than offensive. Some moves would likely end up being somewhat similar to Ivysaur, though, due to using vines and leaves.
Quilava HECKS YES HE'S A FREAKING SALAMANDER MAMMAL WITH PHYSICAL FIRE NOT PROJECTILE FIRE THAT'S JUST AWESOME
FERALIGATR IS A GIANT DINOSAUR ALLIGATOR
So overall:
1. Zoroark 2. Deoxys 3. Rhydon 4. Gengar 5. Quilava 6. Feraligatr 7. Heracross 8. Chikorita 9. Meowth 10. Blue/Ethan
So yes. I think it all leads up to Deoxys.

How in the world is Quilava a salamander? And how does it lead up to Deoxys? If you're saying Deoxys over Rival and not Deoxys over Zoroark then it makes more sense, but you should clarify that. And look at that, Meowth is where? #9. Just barely above Rival, and this seems only because everyone hates Rival Meowth's popularity comes entirely from his recurring role in the anime.

Salamander Mammal. XD And yes, I am referring Deoxys over Rival. Not Deoxys over Zoroark. For Smash, Zoroark>Deoxys. And in the final list, I'm referring to the rankings in uniqueness.

May I remind you that Zoroark can't copy moves? Just the Illusion of them which makes the opponent's mind THINK it's being hurt.

It could propose different moves and styles of gameplay for it to use. And take the Pokemon Trainer. By swapping pokemon, it's basically a transformation. As you go on, it's helpful to be Charizard when you have high percentage, due to not getting as far as you would with a lightweight as Squirtle.

...wut Mario doesn't scratch. And besides, Meowth's main form of attack is by scratching and biting, which K.Rool already covers. At that, Wolf would scratch and bite as well, although in a different manner.

Wolf doesn't bite, though. But Wolf is a feral type fighter, which, along with Zoroark, take's Meowth's "uniqueness" of being a feral fighter.
Meowth won't be unique, but he is still warranted nontheless by popularity, exposure, and being planned for SSB64.
