I just want to say that I feel that Roy's chances might be better this time around for SSB4. Here are my reasons.
1. He was in Melee and cause of that grew a fanbase from many Smash Bros fans. As well as 2nd closest scrapped character to be in Brawl.
2. He represents and was the main hero in his own era in the Fire Emblem series. And has appeared in a 2nd Fire Emblem game, despite the fact it was a cameo appearance.
3. Last, and not least. With Smash Bros 4 development right around the corner, no plans from Nintendo for a sequel Fire Emblem game yet, the 2 reasons above, and Ike already representing the most recent Fire Emblem sequel I think Roy's return is more than possible at this point.

Someone said earlier that Roy would be the only one with a projectile. I'm not sure about that, cause Ike's down special could easily be changed to the shockwave he could fire off with Ragnell. And, in case Sakurai gives the slightest shizz about competitive play, Ike's main weakness was his lack of a projectile. No, not speed. Lack of a projectile.
Also, non-sword user fire emblem rep = Hector. Ain't that obvious? Unless there's some glaring reason he won't be in that I've missed out.

Despite the fact that hector carries an axe, it is still a blade wielding weapon. So its really not that much of a difference compared to the current FE reps in smash. Yes, its heavier, but thats bout it

In that case, a non-blade weapon rep would likely be Micaiah. But there are other possibilities, such as Sephiran or Gharnef. Hell, maybe even Ashera or Medeus.
