His special moves should be no different than Mario's. Final Smash could just be pills falling from the sky. And on the sprite, you got the color of Doc's jeans wrong. Look at Melee's art. So we should just kick him out and play as Mario.

If we have Doc, we should give him moves where he WOULDN'T be a clone. Why add what everyone complains about?
Give him a virus tossing move for Side Special, Super Dr. Tornado as his Up Special, and a freezing stethoscope attack for Down Special.
As for FS, get more creative instead of copying PK Starstorm. How about this: Dr. Mario jumps off the stage, then GIANT Megavitamins come out one at a time, but they are controlled like in the Dr. Mario games. They are really powerful, but you only have 5 Megavitamins to control, and they disappear once they make contact with a character or floor.
The number could be adjusted to make better.

NOU! He should have some changes. Why not keep his UpB like Marios and changing his DB to Doc Tronado.

Aside from that, it's easy to mistake Dr. Mario's pants a white because, you know, in all games BUT Melee they're white.
But Melee's black pants are better.

Why would Dr. Mario throw viruses if those are his enemies? That's like if Link threw Octorocks at people or Mario threw Goombas. And honestly, it sounds kinda weird to swing around the little stethoscope.

And honestly, it sounds kinda weird to swing around the little stethoscope. You have a point with the viruses, but when making movesets you have to think outside the box. For example, in Pikmin, Olimar never used the pikmin as a grapple, but its based on the fact that they could work together to be very helpful. The stethescope could probably grow for recovery issues, but when you think about it the stethescope is one of the most used tools of a doctor, and you can clearly see one around him. Plus, it being cold would make it more unique, and possibly freeze. And another idea for the Final Smash: Doc takes out a defibrillator and shocks the opponent. IDK, just used something Doctors use a lot as a dangerous weapon.

B: Megavitamin (Melee)
>B: Needle Dr. Mario pulls out a giant medical needle and stabs forward with it, then puts it away. It does around 6-10% damage, but also “cures” status “ailments”. If used on an enemy, they will lose Giant, Metal or Invincible status. If used on an ally, they will lose Small, Stunned, Burned or Frozen status.
vB: Virus Dr. Mario pulls out one of the three viruses from Dr. Mario, holds it out in front of him for a second, then puts it away. Your opponent will receive a status ailment if they attack the Virus (Similar to Peach’s B)
-Red: Burn: Affected character gradually takes damage for around 10 seconds. -Blue: Freeze: Affected character becomes frozen in ice (like Freezie) -Yellow: Stunned: Stuns opponents with an electric shock. Lasts about 3-5 seconds.
^B: Stethoscope Dr. Mario shoots a Stethoscope diagonally upward. Tether recovery. VERY similar to Ivysaur’s ^B. If it touches a teammate who is in Helpless (the falling animation after their ^B is used), they can use their ^B again.
FS: Megavitamin Rain Megavitamins rain onto the stage from above for about 10-15 seconds. Not like PK Starstorm, they are very small, and there is a LOT of them. They go through walls & floors. If one of them touches Dr. Mario’s enemies, they will take around 10% damage, but have very little knockback. If one touches Dr. Mario or one of his allies, they will recover around 10%.

DGN: I never said Megavitamins were Side Special. They stay the same. He tosses VIRUSES as his Side Special. Sorry, read the wording wrong. :'D But looking at past suggestions, I'd personally like normal special to be vitamins, side special to be the anti-shot, down special to be virus throw and up special to be freezing tether stethescope.

Not in this case. C. Falcon's moves WERE original, but that's not what he's getting at. He's getting at moves having a "story" like my Virus Toss idea. But there are counters to that.
R.O.B.'s Laser: SSE. Dedede's Jet Hammer: The DOJO states that he mechanized his hammer this time around. He hasn't done so before Brawl. PK Starstorm: Both Ness' and Lucas' trophy for the attack states that Poo and Kumatora tought them PK Starstorm when they learned they were going to be in Brawl.
So, it HAS been done before. I win. You're going to need better arguments to defeat ME, Doc.
